Facilitation of smart management and establishment of information analysis for soil and groundwater information system

The Soil and Groundwater Management Information System (SGM system) is a principal platform providing various soil and water services nationwide. This platform has been gradually expanded and enhanced according to different operations and management requirements. In addition to constantly maintaining the existing systems, this project completed 21 system developments and support tasks based on the five objectives, namely system value addition, administration streamlining and efficiency, data governance, public service, and administrative support. For system value addition, this project focused on four aspects—site managements, monitoring wells, emergency response measures, and fund claims. According to the requirements of various teams, previous paper- and manual-based operations were improved by using e-guiding systems and automatic alert dialogs to improve the overall control efficiency. To streamline administration and improve efficiency, this project introduced technology, such as online systems, one-click function, and AI technology, into three business categories (performance evaluation, routine subsidies, and optical character recognition of official documents), saving more than 50% work hours. As for data governance, to apply the extensive soil and water data in the SGM system, this project conducted data mining and analysis according to business requirements. This project also established six system tools to enhance the display and estimation of groundwater information, data analysis of listed sites, and management of crucial business categories. The system displayed intuitive real-time information on time and space based on multi-dimensional queries, allowing users to rapidly access essential management information. To service the public, this project revamped the Soil and Groundwater Pollution Remediation website through a responsive web design (RWD), providing users with complete access to promotion information and application functions on different browsing devices. In response with the Smart Government Action Plan, this project also completed the testing on the New eID of the program. New system services will be developed according to the promotion details of T-Road platform in the future. Regarding administrative support, this project supported various controlling operations, including administrative counseling, system cyber security, educational training, expert advisory meeting, consultation, and counseling, to improve the system efficiency of soil and water operations and administration support.
